bug 1751492 accidentally turned off xpcshell for android, those can turn on green again, so lets sneak that in here.

This turned on X-nofis for Android debug-isolated which fails almost permanently. This config is tier 3 and didn't run before the changes from bug 1751492 landed. Should this task be turned off again.
