1765429 - Can't initialize FOG with a custom app_id and use the builtin "metrics" ping scheduler at the same time

When we added the ability to customize the app_id when init'ing FOG for Background Update Agent, we disabled the MPS whenever there was a custom app_id. This isn't the case for every time we want to customize the app_id, so we'll need to add some flexibility to the API.
