From the line beginning "from bug #13545:" onwards the author has pasted a quote from the other bug, and that makes it quite hard to differentiate where the pasted bit comes into play. It should be possible to quote (possibly ">") or do an HTML indent to make a clear differentiation between main bug description and quoted description.
Not sure that anything can be done here. This is a plain-text copy and paste into a <textarea> whose content will be rendered in a <pre>. The information that the paste is from another document that is meant to remain distinct is unavailable to bugzilla; it is only in the contributor's brain. The thoughtful contributor will provide delimiters, but short of a total overhaul whereby bugzilla uses an editor window rather than a <textarea> for comment input (even there it is problematic), there is probably nothing to be done on the server end.
I know of a way to make it work. The server could look for all (yes, all) lines beginning with '---' and replace it with '-- -'. Some other internet programs (such as majordomo) do this automatically for the same purpose.
I have to agree with sidr. People writing bug comments should be careful to format their comments correctly. This this bug really belongs under the webtools product, bugzilla component.

I'm not going to play games with the users input, thinking I understand what it meant and doing quoting. Such things only lead to confusion. People writing stuff always need to be sensitive to what it looks like to other people reading it.

moving all closed Bugzilla bugs to the new Bugzilla product. This batch is DUPLICATE/INVALID/WORKSFORME/WONTFIX reassigning to default owner and QA in case of the bug being reopened. Clearing milestones, since we really shouldn't have them on these types of resolutions. Sorry for the spam everyone...
