Hello. Options providing a way to fetch bookmarks, are not constantly present in interfaces depending on the location the bookmarks are to be fetched. For instance, as shown in present screenshot, the option present at location menu bar --> Bookmarks --> Manage bookmarks --> Import and backup --> Import bookmarks from HTML, is missing from location at left sided vertical panel as shown in screenshot Firefox_left-sided_panel_Import_bookmarks.

If I understand this correctly, the request is on initial import to not just present other browsers but also an option for bookmarks.html.
I must note that bookmarks.html import is an "advanced" feature (it is basically importing from a file generated by a third party app), and as such we don't usually present them in primary or very prominent UI. Techcnical users can usually find the option at a later time.
I think that in 2022 importing from a bookmarks.html file is not something common enough to present an option to all the migrating users.
