Details
This bug encapsulates the proposal document for the implementation of a method of using Glean events in an aggregated form, stored locally on the client, for the purpose of querying a limited set of statistics of those events over a window of time. The ultimate use of this will be for the purpose of targeting messaging and experiments based on these events. The initial and primary objective being the ability to target "core-active" users.
This bug is intended to track signoffs, comments and needinfo requests around the proposal.

Adding this new proposal that is still a little rough but has come up recently.
The current status: We just had a meeting regarding the topic of targeting core-actives today, with the resulting action items to include:
- James Hugman will speak with product to clarify and get more detailed requirements around what they need, and why it is needed.
- Daniel Berry spoke with DS and Leif is the owner of the messaging DS stuff, and has ran previous experiments using the Desktop core-active targeting.
- Finally I (Travis) will schedule a follow-up meeting in @ 2 weeks to check in again with the same group.

This proposal was accepted by James and Daniel. Closing this design/proposal bug and the implementation work will be entirely in the Nimbus component in Jira.
