To reproduce, write a full keyword name (e.g. "perf") in the keywords field (either when creating/editing a bug, or in the advanced search form)

I'd expect to see "perf" as the first result so I can click it and add it to the list, but instead "perf" is not in the list. It only appears if you write "per".
