Unlike for hsl/hsla, the CSS-Color specification does not include a
hwba-variant, see https://drafts.csswg.org/css-color/#the-hwb-notation.
This CL removes support for hwba that was mistakenly added with the
introduction of hwb and adds a web test for it.
