17667 - [UI] need tooltips for folder pane items that are cropped or abbreviated.

now that we have "n.p.m.mail-news" in the folder pane for
netscape.public.mozilla.mail-news, we should have it so that
a tool tip pops up when you hold the mouse over the newsgroup
in the folder pane (assuming tool tips are enabled.)

or, we could show the real newsgroups name in the status text
area, if tool tips aren't ready for prime-time.

actually, should this be a configurable tree specific attribute
if any text gets cropped in a cell, have a tool tip popup
with the full text?

Scott, is there really anything for you to do on this bug, or do we just get
this for free when the tree widget supports titletips?

Yes, since we are abbreviating the newsgroup name ourself, there's no way for
the titletip to know twhat the full name of the newsgroup is without me telling
it.  Plus we had mentioned putting in the total message count in the tooltip as
well.

yes.  It's been fixed.

I've verified this on all three platforms (Win32, Mac, Linux) using Friday's 
(5-12) builds.
