Steps to reproduce

  1. Go to https://hangouts.google.com/
    2.Sign in using your google account
    3.Start a new conversation and invite your contact
    4.Use the option "Call contact with video" to initiate a video call
    5.Stop the video from Site Permissions

Expected result

  • The camera should be turned off, but the sound should still work.

Actual Result

  • The camera is turned off and the video is muted also.

Regression range
*I was not able to successfully find a regression range for this issue because it is reproduceable in Nightly 86.0a1 too.
