I just went to ssh into an indexer that had sent out its "hey, I failed" email and that we explicitly have a shutdown grace period so we can ssh into it before it shuts down. I got the following:

System is going down. Unprivileged users are not permitted to log in anymore. For technical details, see pam_nologin(8).

This obviously defeats the point of the shutdown grace period based on our current ssh approach.
