It looks like some of the new API functions from 0.16.0 are in use. Bumping the minimum version ensures that third-party builds relying on a system librnp won't try to use an older version.

Some APIs that are new in RNP 0.16.0 are being used. The minimum version check
is for distributor builds that use a system librnp.

No impact to users using official builds. Linux/*BSD distros that use --with-system-librnp
will need to make sure they have RNP version 0.16.

Uplift to comm-esr91 would require uplifting bug 1732809 as well to get the --with-system-librnp
flag. I'm inclined not to uplift.
