Rather than listening to both events, it'll be simpler to rely on the "intl:app-locale-changed", and be less error prone for when someone doesn't listen to both, such as the UIDirectionManager.
I'm doing the work in this bug, but it should resolve several LTR -> RTL UI bugs.
