Steps to reproduce:
- Start FF 100 with a master password set and syncing happening such that it needs the master password immediately.
FF will display two master password dialogs such that you see both, but can only access one as both are modal.
Actual results:
FF displayed an extra master password dialog.
Expected results:
Only one master password dialog was needed.
