Steps to reproduce:
- open a video on youtube (eg https://www.youtube.com/watch?v=KwpdmSKgMkY, 4K60 will make the difference more obvious)
- open a tool to monitor your gpu power
- play video and check gpu power
- go fullscreen and check gpu power
- quit fullscreen and check gpu power
Actual results:
For no reason GPU power usage is higher when playing the video in fullscreen.
Expected results:
The GPU power usage should stay the same whether you're playing video fullscreen or not.
Bonus information : I've find a way to kinda fix it !
When firefox lose focus for some reasons the GPU power go back to normal.
You can see in the attached video I use a tool called LibreHardwareMonitor to monitor power, when I click on it firefox loses keyboard focus and power go down, when I re-click on firefox power go up again.

I just tried the latest Nightly with a new profile and no extension installed whatsoever, the bug is still present.
Also I forgot to mention that it was already there a few versions ago, through I don't know if it was triggered by a Firefox, Windows or AMD update.
And my GPU doesn't have hardware VP9 decoding.

Ok, I tested with Google Chrome out of curiosity and they have the exact same bug which react the exact same way on focus loss, so it might be a Windows issue after all.

This seems a graph issue for me. According to comment 5, this probably is not a Firefox bug

Sounds like there is nothing to be done / this can be closed as WONTFIX, but needinfo'ing sotaro in case he thinks otherwise.
