As seen in bug 1769437, this test always fails. However, due to bug 1769436, we run it in verify mode sometimes (but not always). My patches in bug 1514936 change this test, so this causes a lot of failures which will probably not make the sheriffs happy. I'd like to mark this test as always disabled to reflect the reality of it and avoid weird orange in some cases.

This test always fails, and it should be always disabled, but for some reason
it is run in verify mode, on most (but not all) platforms.
