A bunch of the UI to special case printing of framesets was removed three years ago in bug 1552785. That didn't remove the code to support shrink-to-fit for framesets (which is supposed to figure out what shrink factor each frame would need individually, then apply the smallest of those factors to all the frames). Given how rare framesets are nowadays I don't think it's worth having special case code for them (Blink doesn't). Removing this code also helps clears some ground for some larger nsPrintData/nsPrintObject changes I have in mind.
