Attempt to only include block-start border/padding at the beginning of
the "table box" (the thing that contains all the sections, if any), and
only include block-end border/padding at the end of the table box. We
used to repeat these a lot across fragments.We still have issues here, if the break should happen right before the
border/padding AND there are captions. See crbug.com/1326803Bug: 1078927
