Attachment: Bug 1770302 - Remove build_libcxx.

Bug 1744890 moved build_libcxx out of the individual json configs, and
bug 1748056 made it always True. We can now remove it.

Attachment: Bug 1770302 - Move win64 stage1 clang toolchains above the corresponding raw clang toolchain.

This better matches the order in which the toolchains are built, and
matches the linux64 counterparts.
