In bug 1713403 we implemented axis lock switching, where a user can switch from PANNING_LOCKED_<axis> to PANNING_LOCKED_<other axis>. We switch to the other axis if the gesture angle is greater than the breakout angle from the current axis and within the breakout angle from the alternate axis. We should bind to the other axis based on apz.axis_lock.lock_angle instead of apz.axis_lock.breakout_angle here and here.
