Steps to reproduce:
The latest Firefox Beta Version is installed on a 64-bit Windows 11 Laptop with the latest Version 21H2 updates installed and the user is an administrator. Once installed, open the “File Properties” of the Firefox Desktop Shortcut Icon and modify the following settings:
Under the “Shortcut” tab, change “Run:” from “Normal Window” to “Maximised”, then open “Advanced...” and check the “Run as administrator” option. Also go to the “Security” tab and grant all permissions for all “Group or user names” (in this case the user and “INTERACTIVE” needs all permissions granted).
Once all settings are complete, either double click the Desktop Icon or the pinned Icon on the Taskbar to open Firefox.

Actual results:

The settings mentioned earlier will run Firefox as an Administrator (with all security permissions granted) by default with the user also being one (user controls off so no additional dialogues are open) and aims to also always open Firefox as a “Maximised” Window by changing the “Run:” value. However, instead of opening a “Maximised” Window, an incorrectly sized smaller Window will be opened on the top left corner of the screen, which seems to also be determined by how big the Firefox Window was set when the Window is under the “Normal window” mode (click the middle icon on the top right corner so that the Window does not cover the entire screen). The only way to fix this is to click the middle icon to restore the Window to “Normal Mode” then click the icon again to enlarge the Window back to the “Maximised” mode. The attached screenshot shows this behaviour clearly with “Microsoft Paint 3D” open beneath as a contrast and the “File Properties” of the Firefox Desktop Icon open to show the relevant settings (the Taskbar was covered up for privacy).

Expected results:

When opening Firefox with “Maximised” set as default, it should open as a fully maximised Window each time upon startup instead of the currently incorrectly sized Window. This issue only exists when opening the first Firefox Window each time, but opening two or more Windows with one correctly sized Window already open will correctly open each new Window in the “Maximised” mode. This issue did exist in a few past Firefox updates, but seemed to be fixed at some point and recently reappeared again.
P.S., the Laptop used to test this issue also uses the latest “WinASO Registry Optimizer” (Trial version 5.7.0.0) to correct invalid items in the Registry, clean up privacy-related files and invalid Shortcuts, perform System Optimisation and perform Registry Defrag.

Managed to reproduce the issue.
