177227 - Menubar position is not remembered

I ran into this bug while trying to accomplish my childhood dream of having a
toolbar that is only one story high, like I have had in IE since 4.0. Phoenix
comes very close :)

Reproducing the problem:
1) Go into toolbar customization mode.

2a) Drag at least one button or element onto the topmost toolbar level (where
the menu is). It is important to place it to the left of the menus.
     -or-
2b) Drag the menus onto the Navigation toolbar.

3) Restart Phoenix. (Actually, just opening a new window is sufficient.)

Expected Results:
Everything is preserved as it was before.

Actual Results:
The menus always end up in the topmost, leftmost position.

I cannot drag the menubar anywhere.  I can, however, drag things to the left of
it.  When I try draggin the menubar, the cursor changes as if I were draggin the
menubar, but when I drop it, it does not move.

With a bit of jiggery-pokery I can get my menu's where I want, but it seems
counter-intuitive having to move every item to the left of the menu, rather than
moving the menu to thr right of all my navigation buttons.

What I end up with is:

[back][forward][refresh][stop][space][search][space][menu][home]
[url                                                           ]

try making you rmenu's look like this, it's hard work.

This bug is probably a duplicate of bug 177343 (or vice versa).

I also filed a bug (and submitted a patch) to make the menu (as a whole entity)
movable to any toolbar.  The patch is probably badly out of date, but it's in
bug 180164.

Not *really* a dupe of bug 177343, since this was fixed (in a way that produced 177343) for a year before being reopened just to turn it into a dupe, but at this point dupe makes more sense than back to fixed.
