We started to get a lot of new shutdown hangs in the beginning of May. Many are mislabeled as crashes but can be manually tracked to the hang terminator. This bug is to identify and correct the cause of the new hangs.

The mislabeling of shutdown hangs is being dealt with in bug 1770721.

Bug 1770718 is an example of a mislabeled crash. Bug 1770718 comment 7 explains how to identify a shutdown hang that was mislabeled.
