1772469 - Remove borders from iconic buttons on customized message header

When the message header is customized to only show iconic buttons, we can consider removing the border around those buttons.

Doing so will make that piece of UI less cluttered as the border doesn't add any visual benefit, and let the iconic nature of the buttons dictate the elements visual separation and spacing.
