This bug is for fixing the following issue on Windows when attempting to install browsertime:
Missing browsertime files...attempting to install
OSError(8, '%1 is not a valid Win32 application', None, 193, None)
I've seen this reported a few times now and I'm able to reproduce it on my machine.

This patch changes how the browsertime command is called for installation to fix a failure on Windows.
