I have a mouse-over/out change for the cursor style for the image. The events
fire OK - but the cursor style remains unchanged unless the area has a href=
property.

Good testcase... but I'm not sure where the problem lies.  Do we treat AREAs
with HREFs differently than AREAs without?

Might this belong to the style subsystem?

Of course we treat areas with no href differently... After all, they should not
get a pointer cursor, unlike those with href.

Not sure exactly why that's causing a problem here, though.
