Bug 1773327 - Move easing function syntax WPT tests from `css-animations` to `css-easing`. r=#layout

Details | Review |
animation-timing-function-valid.html et al lives in css-animations
, but a similar style test for step
timing function lives under css-easing.
Since the spec for these tests fall under css-easing
, the tests in css-animations/parsing
should move there.
