Under Mail and News Account Settings, in the Outgoing Server section, there is
an option to "Use name and password".  Enabling this option enables SMTP
Authentication.  However, "Use name and password" is obscure and is not likely
to be understood by someone who has instructions to enable "SMTP
Authentication".  This option should be renamed to better describe what it does,
which is SMTP Authentication.

On the other hand, "SMTP Authentication" makes no sense to someone who just
knows that their username and password need to be sent to "The Internet" (and
doesn't even know what the heck SMTP is).

Alright, I agree.

However, for the geeks, it should be obvious that this is SMTP Authentication. 
Maybe change it to "Use username and password when sending mail/SMTP
Authentication" or something that makes everyone happy.

With the new UI for outgoing servers, the settings dialog's title is "SMTP Server" and the username/password are enclosed in a groupbox entitled "Security and Authentication."  That seems to fulfill this request.
