If you right-click the account central pane then an exception is thrown and an empty popup appears.
It looks as if this popup is a vestige of something really old since I don't see it used as far back as Thunderbird 60; prior to the regressing bug the event handler just ended up suppressing the popup anyway.
(The popup has two references in the UI but I couldn't work out how to trigger the second one.)

Seems we can just remove it. I couldn't get the multimessage one to trigger at all either.
