When the user clicks the action button for a mv3 extension, even if it hasn't listed activeTab in permissions, grant temporary access

When action button is clicked for an mv3 extension, and extension has optional permission for the current top URI (which hasn't been granted yet), treat that as if it has the activeTab permission for the current domain (even if it's missing from the manifest).

This is what Safari and Chrome (if user switches to not-yet-default "When you click the extension" access option).
