[Why is this notable]: For users, it's a keyboard accessibility improvement. Strategically, this allows us to put buttons on the tab bar like on the navigation toolbar and have keyboard access covered.
[Affects Firefox for Android]: no
[Suggested wording]: Buttons in the Tabs toolbar can now be reached with Tab, Shift+Tab and Arrow keys
