Details

Regardless of the site I choose I cannot download files of any kind (this
includes linked downloadable files, images and web pages). This problem does not
affect email attachments.

The "Save as..." option is available and lets me choose a location to save to,
but after clicking "Ok" the dialog is dismissed, but nothing happens (ie no
download manager appears and no files show up in the specified location).
Delete compreg.dat
