Followup from bug 1769793.

We want to add the same kind of Origin Controls for existing MV2 extensions, since the underlying thing they control (optional host permissions) are mostly the same across MV2 and MV3.

Splitting off into a separate bug, because of the permanently granted host permissions in MV2, the logic which options we should present needs to be somewhat different.
