There's a bug that I hit with the patch from bug 1774742. This is with browser.tabs.firefox-view = false, the current default, but the toolbartabstop we added for that button still being in place (which I think is the correct thing to do, because the user could still at their own buttons there.)
toolkit/components/printing/tests/browser_modal_print.js hits that bug when trying to Tab away from the print preview. browser-toolbarKeyNav.js thinks focus is moving backwards when it's really moving forward. So it calls rewindFocus, reverting focus to where it was before.
