This perma failure showed up after bug 1773865 landed, but only for software webrender. We should figure out why and re-enable the part of the test that tests for full zoom.

This also seems to fail when using --headless and having a different application than the launching terminal (?!) in the foreground. Bizarre!

This got sorted out in bug 1773865 during one of several bounce-reland cycles.
