1776435 - "Update Bug" requires a bug ID in URL but documentation claims it is optional

The Update Bug REST API documentation claims the bug ID can be passed as either the ids key or in the URL, and using the ids key can allow changing multiple bugs in one request. However when testing bug 1773315 I noticed that hitting the endpoint as just b.m.o/rest/bug with the ids parameter in the body returns a 404 error. Adding a bug to the URL makes the request complete as expected. It seems at least one bug is required in the URL.
