Since we migrated from windows10-64-asan-qr/opt to windows10-64-2004-asan-qr/opt, we started passing "ondemand" for the download symbols options in Windows asan tests because the condition at https://searchfox.org/mozilla-central/rev/9379d512333cb143ed6ee5df5a40274f40d6ce87/taskcluster/gecko_taskgraph/transforms/test/other.py#242 is no longer hit.
