Pushing enter key on a Bookmark Manager folder opens all items under it in tabs

Details

1. open Bookmark Manager
2. focus a folder by using UP/DOWN key or by mouse click
3. push Enter key
4. all items under the folder opens in new tabs

If you have 6 items in some folder, pushing enter key opens 6 tabs in
the focust navigator window.

Expected result:
When you use mouse click instead of Enter key in step 3, it opens up
the folder and shows its item tree. Using Enter key should follow this
behaviour, not opening up many tabs unexpectedly.
Confirming on 2002-10-31.

The default action is to expand/collapse (as indicated by the bold context menu
item).  This is the behaviour Mozilla has (with both folders and bookmark groups).

Along the same line:  When a dropdown menu of bookmarks is open, it is much too
easy to inadvertently open them all in tabs by pressing the letter "O" if no
bookmark in that folder starts with letter "O".
