Steps to reproduce:
Enter settings.
Set Date and Time Formatting to Regional settings locale with a 24 hour time system. The computer is running on that locale and 24 hour time system as well.
Actual results:
The 24 hour time system shows while creating an appointment, yet is not being honored in Calendar.
Expected results:
That 24 hour time system of the locale should have been honored in Calendar.

This has already been reported and will be fixed in an upcoming version of Thunderbird 102.
