In bug 1603383, I moved priority to P3 and severity to S3 in the UI, then clicked "Save". Bugzilla applied the S1 -> S3 change, but reset priority instead of setting it to what I wanted.

I should be able to set them both to another value at the same time, without having to change severity first and then priority.
