File Save in Composer does not save ISO-2022-jp page correctly.

Steps of reproduce
1. Use 4.x to go to http://home.netscape.com/ja and save as ja.html
2. Launch mozilla.exe
3. Open Composer and open ja.html
4. Change Character set menu to Japanese(ISO-2022-JP)
5. Select menu File|Save to save the file to jis.html

The file jis.html is not displayed correct Japanese.

Tested 11-02-08 Win32 and Linux. Mac has different problem.
I could reproduce this in 11-02-08 Mac build, too.
