1780609 - Support loading additional generated pref files

Some places, like pdfjs or LookAndFeel contain generated or maybe-generated dynamic pref lists. It would be neat if we could have them generate a separate file that would be loaded into the pref system, so they would not appear as non-default / dynamic preferences.
