remove "run filters on selected folder" from Tools menu, and add (somewhere) run
filters on selected messages.

"run filters on selected folder" can be achieved with "select all" then "run
filters on selected messages".

for spam, the UI we've got (not enabled) has "analyze selected messages", so
they'd complement each other.

we'd still need to be able to run filters on the selected folder, but that'd be
from the filters dialog (where we wouldn't have a thread pane.)

jglick, can you comment?  and if you like it, update the spec?

Actually we might want to consider the alternate, changing "Run Junk Mail
Controls on Selected Messages" (remove ...) to "Run Junk Mail Controls on
Selected Folder."

In Seth Gordon's review meeting of the recent usability study, he mentioned that
some users didn't understand how to multi-select multiple msgs, and hence
weren't quite sure about the "...on Selected Messages" menu item. It was
suggested changing this menu item to "... on Selected Folders".

Also discussed was adding a "Delete Messages Marked as Junk from Folder" menu
item. (Action on Folder vs Action on Selected Msgs).
