Didn't know which component this fit into (Developer Infrastructure?) so I chose General to be safe. Testing with 103.0b6.
STR:
- Launch TB and let it settle before going to step 2
- Ctrl-Shift-J to launch Error Console
- Close Error Console
- Ctrl-Shift-J to launch Error Console again
Expect Result:
- Error Console launches
Actual Result:
- Error Console cannot be launched anymore
In order to be able to launch Error Console again, you have to close down TB and start it again but the same behavior happens. I don't know when this behavior started as it's been a while since I've used Error Console.

I can also reproduce this on Mac.

No, seems not. I can launch the error console repeatedly, via both cmd-shift-J, and the Dev Tools menu, no problem at all.
Daily 104.0a1 (2022-07-22) (64-bit); MacOS 12.4
