Local ICS calendars are not displayed after starting Thunderbird

With TB 102 my local calendars do not load on startup, i.e. their events are not displayed in the week view or the list of future events. They have locations like file:///home/user/Calendar/name.ics and I tried to select "Offline support" but that did not seem to make a difference. After startup I have to "Synchronize calendars" to make them appear (and before that, switch to online mode, so that I can actually select that).
I have these local calendars set up to only refresh manually (since they are not updated externally by anything else; and they are quite large and cause significant CPU usage when updating) and I can change the behavior by selecting them to update every 60 minutes. But I do not see why they should not load at all when refreshing manually, since they are local files.
I think that in the past (with TB 78.x?) this had worked as expected, but I do remember that already with TB 91.x it had not worked any more (I was just never annoyed enough to submit it as bug).
