nsBlockFrame.cpp assumes no contents when there is size containment.
It should use the content size resulting from contain-intrinsic-size.

Annotate a couple more passes.
I missed these because of bug 1781933. Seems quite bad that reftests can fail locally depending on whether they use <meta charset="utf8">. Emilio, is this known?
