User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/103.0.0.0 Safari/537.36

Steps to reproduce:

Able to consistently reproduce on a Private website for the DON. After completing the settings for configuring new pages to open in a new Tab.

1. Login MNP - DON Gov't website. (private Gov't non-classified website)
2. Navigate to the Commissioning Program page
3. Click on the any of the Commissioning Program external web link.

The .gif video provided since this a private Gov't website. DOD CAC required to login site.

Actual results:

The external web links are opening up in the same FF web browser. (see .gif attachment)

Expected results:

The external web links should open in a new FF tab. Also there is a pop-up message confirming that the user wants to access the external site.

Hello! Thank you for submitting this issue unfortunately we can't reproduce the issue on our end since it's a private Gov't website.
Jarred can you take a look on this issue from the .gif attachment?
