Mozilla should support the syntax documented in <a href="urn:ietf:rfc:2648>RFC
2648</a> for URNs for RFCs.

Mozilla needs a resolver to convert the URN into an URL that can be retrieved
and displayed. The user's preferred RFC mirror could be configured as a user
preference and used whenever such an URN is configured. RFC 2648 has some
sample Perl scripts on how the whole process could be handled.

+clean-report:
Does anyone know anything about the urn: handler? I've done some reading about
the syntax while working on the URL parsing tests, but have not seen any
real-world examples.

A description of IE's behavior would be useful as well.
