When replying in HTML-composition, the first keypress always cursors down
(except cursor-up ??) and then begins to receive key events normally. in
text-composition mode, keypresses do nothing until a cursor key is pressed. this
also occurs when composing new mail and tabbing or entering to get to the
compose pane, but *only* if there is a signature file and *not* when mousing
into the pane.

this is such a noticable error, i'm sure it's just something wrong in my config
but i can't find a dupe and i have the identical behaviour on 1.2b installs at
home (WinXP) and office (WinNT)


Reproducible: Always

Steps to Reproduce:
1. reply or new mail
2. get to compose pane automatically or by keyboard
3. type a character

Actual Results:  
(html compose) cursor down occurs on first keypress
(text compose) nothing occurs until cursor or mouse event
