Preconditions:
Private window opened

Steps to reproduce:

1. Go to https://www.gd.gov.cn
2. Scroll down until the footer is reached
3. Hover over "省政府机构网站" drop-up menu
4. Click on the 2nd option from the drop-up menu
5. Observe the result

Expected Behavior:
The subdomain loads correctly.

Actual Behavior:
Error message displayed on subdomain's page, page not usable.

Notes:

1. Video provided
2. Not reproducible with Normal browsing
3. Not reproducible on Chrome incognito
4. Reproducible for other subdomains, such as:
   sft.gd.gov.cn , edu.gd.gov.cn , gdstc.gd.gov.cn , gdii.gd.gov.cn , mzzjw.gd.gov.cn etc.

I'm afraid this isn't reproducing for me. The page never seems to finish loading for me, in Firefox or in Chrome, so I can't even click on the items shown in the animation, and I don't see anything in the console which would signal private-mode-specific breakage.
