1782709 - Firefox View button appended to the tabstrip rather than inserted before the tabs if another button (e.g. library button) exists before the tabs

Description

STR:

1. New profile
2. open customize mode (right click toolbar, Customize toolbar...)
3. drag any button to the left of the tabstrip
4. click done button in customize mode
5. open about:config and enable Firefox View
6. Restart Firefox

ER:

FxView button appears immediately before the tabstrip

AR:

FxView button appears after the tabstrip

I believe Julien and at least 1 other person (don't recall who off-hand) have seen this "in the wild". It's possible that this happens even if the button that used to be in the tabstrip is no longer available (e.g. an extension used to live there but has since been uninstalled), as the "placements" information stored in CustomizableUI would likely remember that extension button being there, and I would not be surprised if that was enough to cause this bug - but I haven't tested that myself.
